Responsibility, Accountability, and Culpability, of Government Officials

Peoples Council of Censors.

In 1776 a Declaration was Written by the Honorable Benjamin Franklin setting forth the following”

WHEREAS all governments ought to be instituted and supported for the security and protection of the community as such, and to enable the individuals who compose it to enjoy their natural rights, and the other blessings which the Author of existence has bestowed upon man; and whenever these great ends of Government are not obtained, the people have a right, by common consent to change it, and take such measures as to them may appear necessary to promote their safety and happiness. AND WHEREAS the inhabitants of this Commonwealth have in consideration of protection only, heretofore acknowledged allegiance to the (my insertion) Constitutional Form of government of this Commonwealth as the only RULE OF LAW, and said Pennsylvania Government (end of my insertion) has not only withdrawn its protection, but commenced and still continues to carry on, with unabated vengeance, a most cruel and unjust war against us, employing herein, not only the ( my insertion) State Police, City Police, and County Sheriff’s (end of my insertion) but ( my insertion) hired thugs, known as, unselected Township Managers, Zoning Officers, Sewage officers, Code enforcement Officers, Tax Assessors and collectors, robbing both our homes and labor, denying us the most fundamental right to the Due Process of Law, all without delegated authority or the consent of the people, (end of my insertion) for the avowed purpose of reducing us to a total and abject submission to the despotic domination of ( my insertion) their will (end of my insertion) with many other acts of tyranny, more fully set forth in our ( my insertion) Declaration of Rights, (end of my insertion) whereby all allegiance and fealty to the said Governments ( my insertion) are now at an end and the order as established in the 1776 Constitution must be restored for the safety, protection and happiness of the people of this Great Commonwealth. AND WHEREAS it is absolutely necessary for the welfare and safety of our inhabitants of this Commonwealth, that we be henceforth a free and independent State, and that just, permanent, and proper forms of government exist in every part, derived from and founded on the authority of the people alone, agreeable to the U.S. Constitution.
